The legal framework of the electoral process is hereby analyzed from a juridical perspective in which the norms, rules, regulations and practices are considered at the light of the modern theory of the law. Therefore, the legal framework and/or juridical order in force of the PAHO/WHO Staff Association have been considered as a juridical integrated approach of legitimacy. The latter as such, shall meet three conditions: justice, validity and efficacy.
